Rights and Responsibilities: developing our constitutional framework
Today the Government publishes a Green Paper called Rights and Responsibilities: developing our constitutional framework.
With the publication of this Green Paper, the Government launches a public consultation across all parts of the UK on the rights we enjoy, the responsibilities we owe and the values we share as members of UK society. It will explore how these might be set out and drawn together in a future Bill of Rights and Responsibilities, which would be intended to have enduring political and symbolic resonance.
As this is a public consultation, we want to involve all parts of our country and of our society in these discussions. We want everyone to have the opportunity to understand the proposals outlined in the Green Paper, contribute to and shape them and have ownership of the outcome.
The Green Paper:
- Sets out the central constitutional question of the relationship between the citizen and the State
- Considers rights, responsibilities and values, which unite us across all as members of society in the UK.
- Explores what we mean by responsibilities; and the type of rights we think might be included in a new constitutional document.
- Examines a range of options for drawing up a Bill of Rights and Responsibilities
