			<content:encoded><![CDATA[<p>Today the Justice Secretary Jack Straw marked the anniversary of the Governance of Britain with a statement to the House of Commons in which he set out the progress made in meeting the objectives of the programme. </p>
<p>He said that in July last year the Prime Minister outlined steps toward further constitutional reform to renew our democracy, building a new relationship between citizens and government and ensuring that the rights of individuals are respected.</p>

<p>The Government&#8217;s plans to publish their draft legislative programme in advance of the Queen&#8217;s Speech in which it is traditionally announced, were set out alongside the other Governance of Britain proposals on 3 July 2007. The publication of the draft legislative programme opens up what has traditionally been a closed process and improves the public&#8217;s opportunity to have a say.</p>

			<content:encoded><![CDATA[<p>Prime Minister Gordon Brown has outlined the biggest changes &#8220;for a generation&#8221; to immigration procedures, including the setting up of a &#8220;citizenship contract&#8221; that explains an individual&#8217;s rights and responsibilities.</p>
<p>Speaking to members of the third sector and local government representatives in North London today, the PM said that he expected tougher tests for citizenship in the future, with a clear set of responsibilities set out at each stage of the immigration process. That process would be divided into three distinct phases - entry as a temporary resident, as a probationary citizen, and as a full citizen or permanent resident.</p>
<p>The PM said:</p>
<blockquote><p>&#8220;For people coming to Britain, and wanting to become British, citizenship should not only be a matter of their choice but should depend upon actively entering into a contract through which, by virtue of responsibilities accepted, the right of citizenship is earned.&#8221;</p></blockquote>
